Dunno what kind of SoX build you're using (latest official v14.4.2 doesn't come with mp3 support) but the spectrum screenshot you posted is just tagged/named as track 1 from your upload. It's some other track - lossless one (even if it's lossy-compressed then not by any mp3 encoder) and got different actual/as per X-axis length.
Spek or Audition shows it's idd HB's vinyl rip-->128 kbps-->320 kbps transcode. Makes me think of this "Underground Resistance" mofo at Soulseek as the typical source for these 320 kbps-wannabe "exclusives"

MoH is one of those Rige.nl's labels, hardtunes is the only possible shop for the label's older releases and this release is definitely n/a there. Some people just solid rock sure everything listed at discogs should be avl. around as "WEB" which in their world is just anything that media player would detect as 320 kbps (they cba to learn anything about upscales, vinyl rips @ 320 kbps, WEBs @ 192 kbps, wtf is a WEB shop/streaming service/warez scene)

There is no WEB version of Sickspack Part III, what you uploaded is an upscaled fake of the HB-vinyl rip, hardhouse. Happens.

Track lengths are exactly the same as the HB-vinyl rip. Doesn't sound very likely to me. Also I found no shop selling a WEB version.
