It's a cut + upscaled from 128 kbps (at best) version. Check discogs: the track's avl. either as track 1-15 of MR075 CD compilation or as solo WEB track at hardtunes.
I don't know what actual quality WEB version at hardtunes has + 320 kbps/lossless version of MR075 wasn't ever shared but the same guy, el-Mingo, requested the track at corebay.co as well and he got this wav file uploaded for him: https://www.upload.ee/files/6867616/JDA_-_Voel_Je_Die_Bass__The_Hitmen_Remix_.rar.html
It's unknown whether it's from CD rip or hardtunes' WEB but it's clearly upscaled as well (low-pass filter @ 18 kHz = VBR -V3 mode's defaults in modern LAME encoder versions).
So it seems the best option is to just pick the track from VA-Paul_Elstak_-_Blood_Sweat_And_Hardcore-2CD-2008-hM: https://www.upload.ee/files/6867633/115_dj_j.d.a.-voel_je_die_bass__the_hitmen_rmx_.mp3.html
At least it's a proper VBR -V2 encode from a confirmed source/respected scene group :P
