First of, I could only find a track of Veritas named "time change". So I guess you misspelled it or you ar misinformed about the title.
Follow these steps:
1) Go to www.muzofon.com
2) Search for "Veritas - Time change"
3) You will see 2 results
4) The first search result is 04:15 long ( and possibly the full one ). At least it is 320KB/s
5) Click on the blue floppy disk icon
6) You will get a new tab inside your internet browser
7) Click on the red bar at the right side
8) Wait 10 seconds
9) Click on the green bar that appears
10) Save the file

All that's out there are exactly youtube clips (for all your 5 requests for the tracks by Outspoken, Verita/Veritas or DJ Cyber), artists' facebook pages, discogs or WEB shops are unaware of such artist/track name combos. Thus there's no even theoretical source for the proper 320 kbps you ask unless you enlighten us where it is/was available as such.
