Added the warnings system, requests limits.
Recently we've added the bad links reupload functionality for registered users. No more reupload requests in the comments. Now click "Report bad link" and wait while someone will upload it.
Watch for reupload status on Reuploads page. Get 20 points for reupload.
Don't make fake reupload requests.
