It was shared by Theory of Core only as an upscaled 128-->320 kbps webrip. Velocity didn't bother (or didn't know how) to check the actual quality and 320-->320 kbps reencoded it.
So to avoid double mp3-->mp3 reencode you'd better just pick Hardtunes' clips
